The river that used to be my road

Most of you in the West will probably not have heard, but there is some serious flooding taking place in Southeast Asia. Here in Cambodia, many provinces, including Siem Reap (where I live) have had rivers break their banks and flash floods due to severe rain. Lives have been lost and many are at risk of losing their livelihoods due to the flooding of rice paddies. In my own town the main market has been closed for over 2 weeks,  the water has risen to over 5 feet in one area, and many roads are inpassable. I and many of my collegues have been out of the province for work for the last week or so, but even prior to our leaving some had to leave their homes and move their families into our office (which is on higher ground). Most of us are safetly in Phnom Penh currently. Please join me in praying for the flood waters to receede and that there will be no further loss of life.

I just wanted to share a bit more about the praise report I posted last week. Below is an IJM brief on the conviction. Thank you for praying…the God of justice is at work.

This week, a foreign pedophile was convicted and sentenced to eight years in prison for purchasing child prostitution. The Australian man had preyed upon a 4 year-old-girl, sexually abusing her in the rural village in Cambodia where she lived with her parents.

IJM worked with the Cambodian Police to arrest the man earlier this year, and he has been in prison since the trial began. IJM lawyer Sarouen Sek represented the little girl in court, who is IJM Cambodia’s youngest client to date. Sarouen and IJM social workers have supported the family during the complex legal process, and she bravely testified to the abuse she had endured in a pre-trial interview.

On August 22, 2011, the judge delivered his ruling: The foreign pedophile was convicted for his abuse of the girl. In addition to the eight years the man will spend in prison, he is required to pay 5 million riel, about $1,250, to her mother. IJM continues to support the young girl and her family, who are eager to see her start school this fall.
“This case once again vividly illustrates that those who prey upon the poor are not brave, rather they are fearful of their actions being exposed under the light of truth,” explains IJM Cambodia Field Office Director, Patrick Stayton. He continues, “[The pedophile] abused this little girl because he thought no one would try to stop him. He was very wrong.”

Catching Big Fish in Cambodia

 

PHNOM PENH, CAMBODIA – After years of operating brothels where girls were bought and sold for sex, a very well-connected and powerful brothel owner has been arrested by the Anti-Human Trafficking Unit of the Cambodian National Police in an operation that also resulted in the permanent closure of two brothels. IJM assisted police in preparing for the operation in both brothels, collecting strong evidence that underage girls were forced to have sex with paying customers.

 

According to victims from one of his brothels, this abusive brothel owner forced them to see customers regardless of illness or time of day. Facing daily abuse and sometimes even death threats, victims were never allowed to leave the brothel alone for fear they would try to escape. One young woman’s mother attempted to take her daughter out of the brothel, but the owner started shouting at the mother, boasting of his impunity to profit from the sexual exploitation of the girls in his brothel: “I’ve been in this business for over twenty years. No one dared to harm us.” Under threat of physical abuse, the mother was forced to leave her daughter behind.

The owner ran his brothels in a neighborhood notorious not only for prostitution and the flagrant sexual exploitation of underage girls, but also for a high number of failed rescue operations in the past. Last September, IJM and police conducted an operation to rescue four women and girls from one of the same brothels. The owner escaped arrest, simply because he was not present on the night of the operation. With no personal consequences for the owner, he reopened the brothel several months later and continued to exploit girls.  

“Big fish,” as brothel owners are sometimes called in Cambodia, typically only visit their brothels to check in and collect money, tasking managers with handling daily business and rule enforcement. As a result, brothel managers are arrested much more frequently during police operations than owners. It is very common for brothel owners to reopen their establishments shortly after a police operation, because they perceive no real consequences in doing so. The arrest of this brothel owner, however, represents not only the long term closure of his brothels, but also clearly demonstrates to others that their crimes have tangible and serious consequences. “It is significant that the brothel owner, rather than subordinates, was arrested during this operation,” explains IJM’s Director of Investigations in Cambodia. “His arrest sends a message to other brothel owners in the vicinity that brothels exploiting underage girls will not be tolerated by the police and Royal Government of Cambodia.”

On the night of the operation, IJM staff accompanied police to the two brothels. Police had taken several measures to ensure confidentiality and prevent possible information leaks, including holding all planning and logistical

 

meetings at a secret location. The extensive planning and high level of secrecy led to the successful arrest of the brothel owner at the site of a sting operation and the detention of eleven suspects at the brothels.

Seventeen trafficking victims rescued from the two brothels received immediate care and counseling following the police operation. Three of the survivors , all minors, are currently living in aftercare shelters where they will continue to heal. Four victims have decided to pursue a court case and civil compensation from the brothel owner, and will be represented by an IJM lawyer.

The brothel owner will await his trial from prison, where he will face charges for procurement of minors for prostitution – a crime carrying a potential fifteen year sentence. IJM’s Director of Investigations expects this arrest to have a deep impact on the surrounding community: “You can see a difference in areas where brothel owners have been arrested in the past,” he says. “When you catch a big fish, things change dramatically for the better.”

BREAKING NEWS: IJM and local police conducted a successful operation in Cambodia to rescue women and girls who were trafficked to a bar for sexual exploitation. More updates to come.

BREAKING NEWS from Cambodia: 5 traffickers were sentenced to 8 years in prison today. Last year, IJM helped rescue four girls who had been trafficked for sex to foreign pedophiles by these 5 perpetrators. Grateful that justice has been delivered on behalf of these girls – who bravely testified during the trial.

The adventure continues…

Now before some of you jump to conclusions…no I am not engaged. But I did have the pleasure of attending my friend’s engagement party today. The groom-to-be is my friend and former co-worker Sophorn who is now officially engaged to the lovely Nary. The party took place at 9am this fine Saturday morning. Now for those who think this strange take into account that ‘hot season’ is descending here in Cambodia so the morning is actually a much more suitable time for an outdoor event.

So what happens at a Cambodian engagement party. Well firstly there’s a really great pink and yellow tent. White is associated with death here, so engagements,weddings, and the like are celebrated in colourful tents (which I love). Once the guests had gathered the groom-to-be and bride-to-be gathered at the front with their families. As my friends are also Christians- their pastors officiated the ceremony. Now please keep in mind everything was in Khmer so I missed much of what was being said, but I love the community concept of a Cambodian engagement. Friends shared about the groom to be and bride to be; family members were introduced to each other; parents approved the engagement; the couple was prayed for publicly; and after the ceremony we all ate lunch together. It felt more like a biblical betrothal than our North American individualistic ideas of romantic engagement. I think I will be bringing this part of Cambodian culture with me.
